The International Atomic Energy Agency (IAEA) is assessing a number of proposals for a new, multilat- eral framework for the nuclear fuel cycle, including a reliable mechanism for the assurance of supply of nuclear fuel, IAEA director general Mohamed ElBaradei told the agency's board of governors in November. These are now being reviewed "to ensure: (1) that any such mechanism would be apolitical and non-discriminatory, and would be available to all states that are in compliance with their safeguards obligations; and (2) that it would not require a state to give up its rights regarding any parts of the nuclear fuel cycle."
