In an IP network characterized by "Best Effort" type, various operation issues such as delay in recovering from trouble and explosive growth of routing tables are becoming serious. On the other hand, users of Ip networks are increasingly demanding economical and intelligent operation ser- vices like telephone service. In the paper, we describe the concept and key strategy of the operation system for a next-gen- eration computer network & services (GMN-CL) to resolve issues of the IP network operation and to cooperate with each management layer, such as the service management layer, network management layer, and element management layer.
