For the bundled masses in chicago and buffalo, it was an utterly in- comprehensible sight: Washington, D.C.—seat of the free world, capital of the ost powerful nation on earth—trounced by one powerful dose of snow. Other cities on the East Coast got walloped, too, but they managed to clear the roads and open the stores in a few days. The capital was so poorly prepared that a week after the storm hit, nearly everyone but the president was still stuck at home. No chance of moving the car, no place open to drive to anyway. Did we in Washington think winter would just sort of skip us this year?
