The skittish financial markets should have been a powerful incentive for ending the budget crisis. But by the end of last week, the partisan jousting continued. President Clinton said his talks with Republicans sometimes reminded him of the lyrics of a country song: "It's hard to soar like an eagle when I'm stuck with a turkey like you." Speaker Newt Gingrich joked that the president was "factually challenged." But backstage, pressure is mounting for a deal when talks resume this week.
