The hebron talks had sputtered along since September. Whenever a deal seemed imminent, the Palestinians and Israelis would resume haggling, usually late into the night. "Have you seen 'Groundhog Day'?" the exhausted U.S. negotiator, Dennis Ross, finally asked them last week. In the film, Bill Murray plays a local TV weatherman who relives the same day over and over again, with maddening (but hilarious) results. The other negotiators said they hadn't seen the movie. "You should," Ross told them, "because I'm living it."
