Flossie hodges pulled her car to the side of the road above Interstate 65 last Wednesday to admire the view. An elderly white woman in a brown print dress and glasses, Hodges has lived all her life here in Limestone County, Ala.; as she watched the 320 men working along the highway below, she liked what she saw. "I love seeing 'em in chains," she said, as inmates from the Limestone Correctional Facility, their white uniforms and caps stamped chain gang, spread out along the road in groups of five. "They ought to make them pick cotton all day. It's a lot harder than what they're doing."
