The U.S. Wants Peace Talks To Resume This Fall But Says Israel must halt construction in the West Bank. Israel has dismantled some "outposts" but says other settlements are off limits and need to continue their "natural growth." What separates one settlement from another? History, location, and population. Main areas of interest:NEW CONSTRUCTIONPrivate and government-funded construction continues on land that the Palestinians want for a state. About 2,500 housing units are in the works, and plans for 455 more were announced last week.
