EU Council Directive (91/414/EWG) of 15 July 1991 on the placing of plant protection products on the market fixes strict conditions tor product authorisation to protect the health of man and animal and the natural balance. The present studies accompanied the procedure of authorisation of a copper-containing plant protection product and aimed to find out whether input of the product in arable soils with high copper contents would have negative effects on the distribution and transfer of copper in the plant-soil system. Application of the product under worst-case conditions was found to have no negative effects on the distribution and transfer of copper in the plant-soil system, because inherent copper is largely bound to the organic soil matter and only a tiny portion is available to plants. The copper contents found in harvest samples after application of 4 kg Cu/ha a year were normal despite increased total copper levels in the soil. This means a risk to consumers resulting from high-rate copper application can virtually be excluded. Assessment of the availability of copper to the soil-groundwater leaching pathway led to the conclusion that the limit value to be tested according to the Federal Regulation on the Protection of the Soil (Bundesbodenschutz-Verordnung - BBod-SchV) was not exceeded in any case.
