IPTV has been slow to get going and operators will need to offer differentiated television packages in order to drive take-up, according to Exane BNP Paribas. In a report on the set-top box market, the French investment bank says that the numbers for broadband internet subscribers who have "made the leap" to IPTV "were fairly disappointing by mid-2006". Exane warns that the market "is still very unstable and uncertain in terms of technology" and that "the underlying profitability of the whole industry is currently under stress". The report describes the European set-top box market as "sluggish" and says that sales and earnings figures for the first half of 2006 are likely to be "poor".
