Europe seeks 'flexible' use of broadcast spectrum

Europe will need the backing of a majority of the 118 countries attending the ITU Regional Radiocommunications Conference (RRC-06) to be able to deliver a "digital dividend" from switching off analogue television. RRC-06, which started in Geneva on Monday, aims to produce a single co-ordinated plan for the use of broadcasting spectrum across Europe, the Middle East and Africa. The last such exercise was carried out in 1961.
