Channel 4 rails against Ofcom plan to allow more pay channels on digital terrestrial

Ofcom's plan to allow more pay channels on digital-terrestrial television is facing staunch opposition from Channel 4, which claims that the plan threatens the success of the platform and the switchover project. Channel 4 has told the communications regulator that it should not remove the requirement for three digital-terrestrial multiplexes to carry free-to-air channels only. Ofcom said last year that it was "minded" to lift the restriction, contained in the licences for the multiplexes, which are operated by the BBC (multiplex B) and National Grid Wireless (multiplexes C and D) (NMM November 4, 2005).
