New restrictions on the online activities of German public-service broadcasters ARD and ZDF could be used by the European Commission as a blueprint for Europe-wide regulation. The heads of Germany's 16 laender last week agreed new guidelines for the online output of ARD, ZDF and state-funded radio station Deutschlandradio.
