After years of failed attempts and slow consumer take-up, pay DTT is securing a foothold in the European subscription-television market. In most cases, the model has been "pay-light" - a small number of channels sold for a cheap monthly subscription or on a prepay basis that supplements a free-to air digital-terrestrial service rather than tries to compete directly with premium cable and satellite platforms. At present, digital-terrestrial television across Europe remains a predominantly free-to-air phenomenon - with pay-television homes accounting for about 25 per cent of the 29 million total in countries where pay DTT has launched.
