Ofcom is entering a new stage of its life and will place as much emphasis on encouraging investment in new network infrastructure as it has so far put on stimulating competition.rnEd Richards, the communications regulator's chief executive, said this week that Ofcom's focus since its creation had been to facilitate "fluid, effective competition" in the telecommunications market.rnBut the regulator now needed to adopt "a twin rather than a singular focus" as it increasingly tackled issues of broadband access and availability, he added.rn"In our first five years, our focus was on regulating those areas where conventional market forces were most dimly felt," Richards said in a lecture at the London School of Economics this week.
