Osborne's $64bn plan questioned

UK Chancellor George Osborne has announced details of the government's plan to unlock up to $64bn of spending on infrastructure, but it remains unclear which projects are likely to get the green light as a result. Osborne said the government will this week introduce fast-track legislation that will allow it to underwrite major infrastructure projects that are struggling to get finance, by creating a new power to "incur expenditure on the provision of guarantees" on infrastructure.
