Erprobungs- und Entwicklungsvorhaben: Innovative Naturschutzideen im Praxistest

Since 1987, Germany's federally-funded programme for testing & development projects has been trialling innovative conservation approaches and ideas and has been carrying these forward as pilot activities. To date, the programme has funded 79 such projects, of which 60 have been brought to conclusion. The funds deployed for the programme now total around EUR 106 million. The budget allocation currently amounts to about EUR 4 million per year. A great variety of measures and methods for the conservation of biological diversity has been tested within the context of these projects. These approaches include the re-introduction and conservation of highly threatened animal and plant species, the application of habitat restoration procedures and methods, the implementation of site utilization and management concepts, the establishment of nature conservation information centres and participation models, and the promotion of urban renewal schemes in line with conservation principles. Support is currently concentrated upon projects which combine species and habitat conservation with economically viable site utilization. Testing & development projects blend practical trialling with scientific performance monitoring. With this special combination, they will continue in the future to lay the foundation for broad-based application of path-breaking conservation approaches. They thus contribute significantly to attaining the biodiversity conservation goals set in both the national and international policy arenas.%Im Rahmen des E + E- (Erprobungs- und Entwicklungs-)Förderprogramms werden seit 1987 innovative Konzepte und Ideen des Naturschutzes beispielhaft in der Praxis erprobt und weiterentwickelt. Bisher wurden 79 E + E-Vorhaben gefördert, von denen 60 mittlerweile abgeschlossen sind. Insgesamt wurden ca. 106 Mio. ? für das Förderprogramm zur Verfügung gestellt, wobei der jährliche Titelansatz aktuell bei rund 4 Mio. ? liegt. Im Rahmen von E + E-Vorhaben wurde eine große Bandbreite an Maßnahmen und Methoden zur Erhaltung der biologischen Vielfalt erprobt. Die Erprobungsansätze umfassen Wiedereinbürgerung und Schutz hochgradig gefährdeter Tier- und Pflanzenarten, Verfahren und Methoden zur Renaturierung von Biotopen, die Umsetzung von Nut-zungs- und Pflegekonzepten, Naturschutzinformationszentren und Partizipationsmodelle sowie ökologische Stadterneuerung. Ein Schwerpunkt der Förderung liegt aktuell auf Vorhaben, die den Schutz von Arten und Lebensräumen mit ökonomisch sinnvollen Nutzungskonzepten verbinden. Auch zukünftig können E + E-Vorhaben mit ihrer Kombination von praktischer Erprobung und fachlich fundierter Erfolgskontrolle die Voraussetzung für eine breite Anwendung wegweisender Naturschutzkonzepte schaffen und damit zur Erreichung nationaler wie internationaler Ziele hinsichtlich der Erhaltung der biologischen Vielfalt beitragen.
