WATER ENERGY RESOURCE; A UNIQUE SUPERIORITY OF SICHUAN IN WEST DEVELOPMENT

The implementation of development West Strategy is based on the exploitation of the superior resources of the western regions. A distinct superiority of the western regions (especially the southwestern region) is water energy resource. Actually, 70% of China's water energy resource is distributed in Southwest China's Sichuan, Guizhou, Yunnan and Guangxi provinces and in Northwest China's Gansu and Qinghai provinces (see Table 1). To make full, rational use of the water energy resource in those areas is a most advantageous action that has to be taken. In order to readjust the electric power structure of China and raise the proportion of water and electricity in electricity supply, it is necessary to make greater efforts in exploiting the water energy resource in the west (especially the southwest) by, for example, constructing a group of large and medium-sized backbone projects for water conservancy and hydroelectric project and implementing the strategy of "electricity transmission from the west to the east", so as to meet the market demands of the east for electricity supply.
