Slowing the growth of military pay and housing allowances, reducing commissary subsidies and adjusting TRICARE costs will save $31 billion over the next five years and enable readiness to be maintained, members of the Joint Chiefs of Staff warned lawmakers May 5. "If we do not act now to rebalance military compensation, we risk future training, readiness and modernization cuts across the joint force," Gen. Frank J. Grass, the National Guard Bureau chief, told a Senate Armed Services Committee hearing on military compensation.
