South Devon's Riviera Line is a scenic feast. Local trains thread the coast from Paignton to Exeter and Exmouth, taking hi the delights of the seaside, the historic Powderhain estate and the Teign and Exe estuaries en route. But views alone will not sustain a railway, so it was a welcome move when the Devon & Cornwall Rail Partnership, Devon County Council and Torbay Council sought to get involved in the promotion and development of the line with the help of funds from the European Union's interreg programme.
