Ministers have been told 'backing up of slogans' is required to level-up the country amid a dearth of concrete devolution plans in the Queen's Speech. Prime Minister Boris Johnson's levelling up agenda took centre stage in the speech, which opened with a pledge to 'level up opportunities across all parts of the United Kingdom'. Under his plan, proposals will be brought forward to 'transform connectivity by rail and bus' and for a 'lifetime skills guarantee' loan for higher-level education and training. The Government has confirmed the Levelling up White Paper will be published later this year, focusing on 'strengthening community and local leadership' and 'bold new policy interventions'.
