It really punches above its weight,' she says. 'It has a lot of characteristics that you would attribute to a much bigger place, the dynamism, the diversity and a rich cultural offer. It's got two world renowned universities and key anchor institutions like the John Radcliffe Hospital. And it's got the BMW plant, which is producing the E-Mini. 'And because of its cultural and ethnic diversity, it is also a really colourful and interesting place to be.' All this on a smaller footprint than most cities - but that in itself brings its own challenges.
