A building control officer has told the Grenfell Inquiry he was 'misled' into certifying insulation used on the tower as suitable for high-rise blocks. David Jones, a senior surveyor at Herefordshire CC in 2008, said that Kingspan's K15 insulation - one of the types installed at Grenfell before the fatal fire - was of 'limited combustibility' while certifying it for Local Authority Building Control (LABC). Mr Jones suggested Herefordshire was selected by LABC to assess the material 'because of its proximity to Kingspan's offices'. Asked by counsel Rachel Troup whether he considered he was misled, Mr Jones said he was shown 'very misleading' statements and diagrams that were 'designed quite deliberately to lead people down a certain interpretation'.
