A 'sense of injustice' among adult care directors has been detailed in a report on the use of easements early on in the COVID-19 pandemic. The report by the Association of Directors of Adult Social Services (ADASS) examined the use of easements on requirements in the Care Act introduced to relieve pressure on councils during the crisis. It found the issue of easements 'rapidly became politicised and generated an intense level of scrutiny' leading to 'unhelpful publicity, potential reputational risk and concern'. There were issues with national guidance being open to interpretation, leaving it open to challenge, and expectations of councils to widely consult was 'not realistic'.
