Being a regulator can, at times, be difficult, to say the least Damned if you do, and damned if you don't And the current financial crisis has certainly brought this into sharp focus. Until events began to unfold earlier in the year, the Financial Services Authority (FSA) epitomised an effective regulator - a strategic and light touch, supporting the sector with a regime which gave confidence to the industry, government and consumers alike. Then Northern Rock collapsed, shining a bright light on the FSA, with the inevitable calls of 'where were the regulators when we needed them?' Somewhat frustratingly, the situation is often the same for council officers and their portfolio councillors working in trading standards, environmental health and licensing services. With current economic problems firmly in mind, council regulatory services have to ensure they focus on taking robust enforcement action against the 'real' rogues, while supporting the legitimate businesses in their area which are key partners in delivering public, environmental and workplace protection.
