Stephen Moir has enjoyed a rapid rise up the slippery pole. Twelve years ago, he was a student. Now, he is head of HR at Cambridgeshire CC, as well as president of his profession's association - and he is still only 34. He is adamant, however, that he has no plans to be a chief executive. 'I prefer to have the right balance in my home and work life, and more and more chief officers are saying the same,' he says. 'As a chief executive, you are at the pinnacle of the organisation. It's lonely and you're dealing with tough decisions. 'A successful day is when you've still got a job at the end of it.'
