One of the consequences of the acrimonious battle currently being waged between candidates to become mayor of London is a reopening of the old arguments about the merits or demerits of a mayoral system of government. Ken Livingstone was not always an advocate. He famously denounced the concept as 'barmy' when the newly-elected Labour Government began the process of establishing the GLA in 1997. But Mr Livingstone's view changed, and like many converts, he is now a passionate advocate for the system which he has come to support and under which he governs London. Indeed, he has argued, with some justification, that the mayoralty has enabled him to deliver far more for London than he could as leader of the GLC.
