While The MJ is a big supporter of partnership working and collaboration, Diary is like the rogue relation, partial to the occasional fisticuffs between councils. Despite our best intentions, our ears inevitably prick up at the first sign of inter-council conflict. And so our attention was recently drawn to Essex where the county council has decided to switch off the streetlights at night, a bit like a penny-pinching parent worried about the next electricity bill.
