Powys CC needs 'significant' support from the Welsh Government and the Welsh Local Government Association (WLGA) to ensure sustainable improvement, a critical report has concluded.A review by external adviser to the Welsh Government, Sean Harriss, said while government intervention was not necessary, sector-led improvement would be required if the council was to make progress.The review was commissioned by council leader, Cllr Rosemarie Harris, after the authority's children's services came under fire in an inspection last year.Mr Harriss found that while the council had made some improvements it was not enough.He said: 'The council has very significant challenges in respect of strengthening its corporate leadership and capacity.'It will require significant and ongoing support probably for a period of up to twoyears from Welsh Government and the WLGA to ensure that the improvement is long-term and sustainable.'
