The Chartered Institute of PublicFinance and Accountancy (CIPFA) is proposing a traffic light based assessment of operational resilience where each authority would be allocated a red, amber or green operational marker. ('Councils could face "traffic light" grading on finances' -The MJ,21 June).Presumably red would mean immediate corrective resilience action is necessary, amber means it could be necessary in the medium to long term and green means such action is presently unlikely.
