The Scottish Government has dashed councils' hopes of gaining powers to introduce a tourist tax. Edinburgh City Council has led calls for legislation enabling local authorities to charge a transient visitor levy - a nightly charge imposed on anyone staying at hotels or in bed and breakfasts. However, the Scottish Government has failed to include the required legislation in its programme for the coming year.
