We had hoped that the reason government took its time over announcing the final local government finance settlement, was that ministers were having a rethink about new money for adult social care. Disappointingly, that appears not to have been the case. It's clear that everyone is singing from the same hymn sheet on this one, and not just councils, but charities, health campaigners, care providers, doctors and even the chief executive of the NHS.
