An alternative system to current care funding policies should be launched based on the principal of capping users' care costs, says a new study, allowing the Government to meet its commitment to cap care. In July 2015, the Department of Health announced that the 'capped cost' reforms to care funding in England would be postponed until April 2020, given a difficult outlook for public spending and the absence of evidence of a complementary social care insurance market.
