'Encourage CAs to set funding formulae'

Combined authorities should be encouraged by the Government to set their own devolved local funding formulae, a think-tank has suggested. The New Local Government Network (NLGN) said the move would give combined authorities the 'flexibility to support localities which start from a different [business rates] baseline'. NLGN's idea is part of a raft of proposed reforms to the local government finance system it has suggested to make it incentivise growth, redistribute money according to need and sustainable in the long-term. In evidence submitted to the communities and local government committee, NLGN wrote: 'Historically, we have tried to accomplish all three tasks within one system and it has not worked.
