The present need to reduce public expenditure runs the risk of not learning the lessons from past experience.The lack of institutional memory within the public sector is all the more disappointing, when we have so many organisations competing to spread good practice.I certainly support the 'Total Place' approach to map the total public expenditure within a borough. But it is not new.In recent years, a number of authorities and local strategic partnerships have used such an approach as a springboard for public service boards, which have had some success in achieving better outcomes for local people, efficiency savings, and helped achieve national targets by attacking 'silo' mentality.
