摘要

The concept of 'relational partnering' may sound like a dating agency but in principle it is not hugely different. The idea is that instead of a Public Private Partnership (PPP) based on contracts, lowest costs and default clauses, PPPs can be founded on a relationship between public and private partners which is flexible and pro-active. Funding is available for local authority property projects, especially where they relate to revenue-reducing or revenue-creating opportunities. A joint venture is created through which financial benefits are mutually agreed to be shared. The funding is provided by a partnership of The William Pears Group and The Winston Group, which are major shareholders in Public Sector Plc (PSP).
