It won't be news to anyone that councils everywhere are seeking unprecedented revenue reductions and that as a sector, we are increasingly realising that squeezing efficiencies from the current model will not get us close to where we need to be. In the adult social care area, the problem is magnified to the point where it can sometimes appear overwhelming. For the senior manager, things might look something like this: rising demand for services; younger people with disabilities surviving longer into adulthood with complex needs; a changing and ageing population with rising levels of physical frailty and dementia and greater inter-dependence with local NHS services, but without the financial protection.
