The Cluster of Empty Homes programme, which is part of a wider £3m regeneration plan of the local area, offers people the opportunity to purchase a currently derelict home for just £1. Those applicants who are successful take out a £30,000 loan to improve the property, which is then paid back over 10 years, with significantly lower monthly payments than renting a property in the same area. In Stoke-on-Trent more than 600 people applied for 33 homes which have previously been blighted by metal thieves and squatters. Prospective owners must live or work in the city to be eligible, with the council extending the criteria to also include armed forces personnel who formerly lived in the area and those with a regular income but who no longer work. Homeowners must stay in the properties for at least five years to support the community regeneration project.
