Learning should be given more prominence in the role of senior council officers, according to an alternative manifesto from the Society of Local Authority Chief Executives (SOLACE). The document said current investment in skills and training was 'tiny' compared to other parts of the public sector and local government should 'do more to invest in its talent'.
