Two thoughts amidst the mounting local devo-excitement: 1. After every possible 'total place' type efficiency has been extracted from new or proposed new structures, 'financial freedoms' seem to be premised on squeezing yet more money from already hard-pressed local taxpayers. As Sir Humphrey might advise: 'Both brave and optimistic'. 2. With the 'wider still and wider shall local bounds be spread enthusiasm, will the 'local' in local authorities start to wither and die?
