That almost a 100 councils are bidding to play an active role in the next stage of community budget work tells a significant story. Over recent years Whitehall has repeatedly issued challenges to local government to reform, re-shape and re-design. Councils have done this - on the whole very successfully - and are now seeking more freedoms and flexibilities to further their transformation. This has been achieved at a pace far greater than Whitehall has managed. Community budgets are a symbol of this, and the work Kingston LBC and the Local Government Information Unit (LGiU) have been doing on the One Norbiton Neighbourhood Community Budget pilot shows why.
