A healthy relationship with GPs

By accident or design - and given the Cameron Government's record to date, more likely the former - local authorities have been given a grand opportunity to expand their influence. But there are two conditions. One is for councillors to show themselves to be able to move swiftly and tread lightly. The other is: don't mention the L word. L for 'localism', that is. When people start talking localism it's like they have ingested a Class C drug because they get all waffly, grandiose and spaced out. The opportunity I am talking about is intensely practical and behind-the-scenes.
