When most of us were five or 'rising-five', our first experience of education was the day that we turned up at our nearest infant or primary school, which was just around the corner. Thirty years ago local authorities were first placed under a duty to ask parents to say which school they would prefer their child to attend - and to meet that preference whenever possible.
