From grand designs to the better use of design

For almost two decades the three pillars of effective corporate management in local government have been resource and budgetary control; strategic direction setting, and performance management. They remain key management disciplines but they are not sufficient to help us meet the challenge of halving our cost base over a six year period (29% to date with more to come).
