'Employee co-operative' and 'mutual' are fast becoming some of the most used words in the public sector lexicon. It is hard to talk to a local authority leader or chief executive or public services commentator without an early mention of the words employee co-operative and/or mutual. We have no doubts about the desirability of such arrangements in the right circumstances and with the right conditions. They can be beneficial to service-users, to staff and to the sponsoring public body. They can foster innovation. They can offer an alternative to the profit-distributing private sector while being free of some of the public sector constraints.
