Nottingham City Council has launched an online service allow­ing local authorities to buy and sell tried and tested marketing campaigns. Deputy leader, Cllr Graham Chapman, said the cost-cutting communications tool called Portfolio, which was free to join, could save councils and other public sector organisations more than 50% on design costs.
