English councils' spending increased by £10bn to £154bn in 2007/08, official figures have confirmed.The Office for National Statistics published its formal breakdown of local authority spending on 29 May, also revealing that three-fifths of local government's income came from central government grants.Education services accounted for the largest chunk of the sector's spending in 2007/08 (37%), followed by social services (17%), housing (15%), and policing (11%).
