Most people tend to bracket leafy, prosperous Surrey and its county council with its similar Conservative-run neighbours, Kent, Buckinghamshire, Oxfordshire and Hertfordshire. So, it might come as some surprise to learn that formerly four-star Surrey CC will, next month, be unveiled as the worst-performing county in England, with a one-star, 'improving adequately' CPA rating. What went wrong? Why has the county slipped so disastrously in the ratings when it has always been a three or four-star performer?
