The mayor of Greater Manchester has made a plea for skills training to be devolved after giving a scathing assessment of Government education policy.Addressing a panel of MPs, Andy Bumham described the UK as 'the most over-centralised Government in the world' and argued for post-16 education to be more locally business-driven. 'The Department of Education in England has never properly prioritised technical education, in the history of this country,' he told the public administration and constitutional affairs committee.
