London Councils' concern that starter homes 'will not deliver'

London will experience a dramatic increase in the number of properties to rent in the face of Whitehall's drive for home ownership, London Councils' executive member for housing has claimed. Under the Housing and Planning Act, one-fifth of new developments must be starter homes.
