Speculation grows over future of council tax

A two-tier system of council tax capping could send a lifeline to councils struggling to hit their budgets after the Spending Review, local government experts have claimed. Figures from the Chartered Institute of Public Finance & Accountancy (CIPFA) show the vast majority of district councils are still relatively at low risk of financial failures, while their upper tier counterparts are teetering closer to the edge of financial collapse.
